It's a bit weird that your progger is refusing to load them; normally I'd
expect the problem to be that the EPROMs don't work after burning!
What format are the ROMs in? It might be worth opening them in a text editor
and seeing if they're stored in a non binary format such a Intel Hex or
something similar. If you can see actual text and not the usual rubbish you
get when you open a binary, post the first couple of lines back and somebody
may be able to suggest what import setting you need on your burning
software.
