Tempest issue

I finally got my tempest built, and it has issues. I bought it from a friend, he had it 100% working, took all the guts out, started restoring the cab, and lost interest and i purchased it. I put all guts to it, and fire it up and here's what's happening.   1. No blue color in the monitor 2. both start buttons are flashing, only player 2 button is responsive. 3. Once i start a game, it warps in to the first level like normal, then it acts like the round is cleared, and just warps to the next level, and repeats over and over.   I cleaned/reseated the edge connectors, and interconnect cables, and no change. I suck at pulling and reseating chips, and i also suck at checking voltages. I'm sure i probably should try those two first, but i just wanted some opinions. thanks! Brett
