Tempest shimmer

I have a tempest which is working fine except that the lines shimmer
noticeably.

I have adjusted bip / lin / x&Y size and center. Everything looks good but
the lines are just not completely stable.

I am guessing something in the HV needs to be adjusted / replaced but I
don't want to just shotgun it.

Suggestions?
