I had this problem on a battlezone and it had to do with the 'window circuit' The circuit was bad and what the game pcb was doing was turning off the beam everywhere because it thought it was trying to draw outside the 'game window' (in the score areas).

  that is is purpose of the spot killer circuit, to turn off the beam when it is at rest in the center of the screen between vector routines.... so, I would start to look at the circuit that senses the X/Y levels and affects the brightness of the beam... much like a 'blanking' signal.
