Randy Fromm had a unique method of finding bad TTL chips. Ground the positive lead of a DMM in diode check mode and probe every pin. A pin will usually measure between .5 and .9 so everything outside that range is suspect. He also suggested using a current limited PSU and injecting it into a problem node to find the bad IC (it gets bloody hot) but that's a little too radical for my liking.
