Hello & Tempest harness questions

Hi, I'm new here. I have a Tempest upright and an Asteroids Deluxe cabaret. The latter works, while I am debugging the former.

My Tempest has no display (F100/101 are blown) or sound, and I'm trying to get it to play blind before attacking the monitor. All the voltages from the power supply look good, but I'm having some issues with the regulator/audio PCB.

Basically, the schematic says I should have +15/-15 on pins 7 and 10 of J10. I don't have any voltage from either, and there are no wires in P10 for those pins.

Is this normal? That is, did things change from when they printed the schematic to when mine was produced? Or do I have both a hacked-up regulator _and_ a hacked up wiring harness?

In short, if you have a Tempest, do you have leads on pins 7 and 10 of P10 and/or voltages on pins 7 and 10 of J10?
