Can you scope the color outputs of the PCB to check for signal
squareness? The idea is that if you follow the signal into the monitor
RGB amps, you should find a point where the signal becomes rounded (low
pass filtered).
Probably a declining CRT condition can cause this too, can you adjust
brightness and focus normally. Is focus very depending on brightness?
