Electrohome G08 "blooming"

Have a G08 monitor I’m prepping to put a cap kit on.
I like to debug/test the monitor prior to doing cap kits; and noticed that this monitor is “expanding” / “shrinking” depending on the amount of vectors on the screen.

I’m leaning toward the belief that the cap kit will resolve this issue; but wanted to get any other tech advise before I commit to it.

Anyone have any thoughts as to the cause of such a symptom?
