Thanks Andrew. Mine has the over-voltage protection so I'm guessing it's the last one (at least I think that was the later model). Which reminds me...this is how I checked to be sure it wasn't just the over-voltage circuit kicking in. Let me know if I didn't do this right....
First I set the HV pot in the middle of the HV board so that it was reading 5.5k (as per the 6100 faq). Then I measured from ground to pin 5 and got 25 volts dc. Then I slowly turned the over-voltage protection pot slowly up and down to see if the voltage reading ever jumped or changed at all. It didn't. Stayed 25 volts the entire time. If I understand it right, then assuming all was working right it should have changed once the OVP pot reached some threshhold. Is that right?

John, make sure you have the correct manual you say 'the manual' there
are three manuals, 1st, 2nd, 3rd printing of TM-183.
Each contains layouts and schematics that represent the differnt
revisions of the pcbs that came out...
... with one exception :
http://www.andysarcade.net/personal/tech/index.htm
about 3/4 way down i found a P329 with a mystery resistor not in any of
the three manuals...
