Star wars sound board will only do beep test

I am trying to do the full speech test:

Jumper sound board Self-Test TP and ground.

Power on

Get 4 high beeps, repeating forever.

Remove Self-Test jumper, beeps stop

Ground Self-Test again.

Expected:

                A series of tones should start and then mix with speech
segments and sound effects on a continuous cycle for as long as it is jumped

Actual:

                Starts the 4 high beep cycle and continues

I have verified the Rom's, Rams and 6532 Riot as good working.

Any ideas on what would cause it to not enter the full test?
