Here's what I have going on.. The sound board does not generate sound other than at power on.
The main board(s) work fine, as does the sound board in Q*Bert (with reactor roms tested.)
The PS is putting out ~5v. On board this makes ~4.3v.
Is it possible that there is not enough voltage to send out the proper signals to the sound board? The 74ls377 is fine.

Anyone know what the dip switches on reactor are supposed to be set to?
I have a working main board here and a working sound board. But, I can't
seem to get the working main board to cooperate with the working sound
board.. So, just a hunch that it may be dip switches. All the sound
tests pass when connected to a working Q*Bert main board.
