The power on sound is part of the sound board's self test so that is
independent of the main board. Although the low voltage is a concern, it
sounds like your problem is with the main board generating the sound signal
or getting that signal to your sound board (since you verified the board
actually works by connecting it to a Q*bert main board).
Have you verified the data path from the final output gates on the main
board to the input gates on the sound board with a continuity check? Could
be a harness problem, unless you are using the Q*bert harness for Reactor
testing.
I would use a logic probe to trace the working signal on your Q*bert from
end to end and then go through the same thing on Reactor to see if you can
find a difference.
