Yeah, you are correct, about the Price $$$ of possibly having someone
else
do this, you may (at that point) be approaching the cost of a New
monitor, so
it may be best to contact a friend (if you know someone whom can help
you out)
or do this yourself.
As for Discharging of the Monitor, well my understanding is that if
you
take an Insulated Screwdriver, which is connected to a Wire and a 1
Megohm
Resistor in-line, then connect this to a Groud (Monitor Frame) with the
Power Off(of course) then stick the Screwdriver, under the Scution Cup
on the Picture Tube, you should be able to bleed off the High Voltage.
However this will not discharge the Capacitors from the Circuit Board.
With the Capacitors, if you power the monitor off for a while,
say an hour, or so, this should also discharge All of them, just fine,
as they typically (with exception to some High Uf/Voltage Caps)
do not hold enough of a charge to do anything to you.

That is kinda what I thought. I know the capkits are what most people
recommend for aging monitors anyway. Since this does involve removing
the PCB, you are right that I would rather have someone else do it or
perhaps show me how. Can standard TV repairman do this, or does anyone
know of someone in the San Antonio, TX area? I also happen to have a
vector monitor that needs a degauss but Ms. Pac-Man is the one I seem to
be playing much more often as of late. Of course, I guess at that point
that cost might approach the price of a new monitor, but thought I would
check just the same.
If I were to do this myself, would discharging the monitor from the
insulator cup also discharge the capacitors I need to replace?
