Pac-Man / Amiga 1084s question

I'm trying to display pacman on an Amiga 1084s monitor. For some reason I
can't get it to sync up.

I've got the colors right. I connected the composite sync to R36 but it
keeps rolling. Anyone got some suggestions? This monitor works great for
most other games I've tested. It doesn't roll when connected in the
cabinet.
