I guess for not it's safe to assume that perhaps pin 1 of U62 is tied to GND
such that
ROM U9(J9) = U1 on the piggy back PCB + U18,
ROM U19 = U19+U20
and ROM U21 = U21 + U2 on piggy back PCB.
??
