The HV LED was on, meaning the HV overvoltage circuit was being tripped.
I tried following the HV overvoltage reset procedure, but the things that the
procedure said were going to happen never did.
Then I turned the game on and it worked. So basically I just fooled with the
pots until the LED went out (I believe I had R17 all the way counterclockwise,
and R7 all the way clockwise).
Not very scientific, but then again, neither am I :-)
