That sounds like it's the replacement for the four 7497 binary rate
multiplier chips that were originally on Asteroids and Lunar Lander.
Supply problems made them hard to get (they're still uncommon), so Atari
changed the boards to use some PROMs to generate the scaled clocks for
the position counters. Some boards used a daughtercard to work around
the shortages supposedly.
I don't know if that's the right part number or not, but the name sounds
plausible.
