You have to start MAME with the -cheat option. Then if you hit TAB in mame, you get the
system menu. 'CHEATS' is one of the options. The interface is way terrible after that so I
couldn't even begin to expain it, there are lots of web pages (and at least 1 good one)
explaining the process. lets see what comes up in infoseek....
