OK, I'm going out on a limb here. The MAME emu of Tempest is awesome,
but I like an older one called VectorDream. It added the chatter sound
of the vector monitor to the background and even had an option for
"Ambient Arcade Noise". It was also earlier in using multiple
brightnesses to try and get the vectors looking real. The emulator only
did a few Atari vector games, but was also first in using the background
graphics (like on BZ & AD). Only flaw was that it was a Windoze only
product.

I'm not sure if it's still being developed or is still available, but it
really seemed like it was trying to get the whole arcade experience.
