I believe Gregg's article calls for NTE50's (not 48's) at Q603 and Q703. Although I have used the 49's at 604 and 704, I have never tried the 50's at 603 and 703. Why, you might ask? Because I initially relied on this summary of Gregg's article, which leaves out this upgrade:

I plan to try the NTE50's within the next two weeks. We may have stumbled across your problem here. I believe that the NTE48's are NPN transistors, while the schematic calls for PNP at locations Q603 and Q703. I assume that NTE50's are PNP and would work.
