Well, it's an address decoder for sure (SP-221, Sheet 4A). Beyond that,
dunno.

I can tell you that your friend's Quantum board wasn't the only one in
Australia. I bought one from "down under" about six months ago. Did
Atari sell just the PCB for games, or did they ship down complete units?
