APPROVAL both safety and electro-magnetic radiation are only needed by the final product manufacturer.
As for the american problem (stupid dickheads with smart lawers) if you sell a part as a servicing component and put warnings about non-qualified people on the packaging AND the parts then they lose 99% of their chance of getting a lawsuit.
The other 1% can be covered by sending them from a different country by mail-order.
Just get someone in europe or mexico to forward the orders to you and post the kits to the customers.
Just remember the best bit - IF THEY GET A REALLY BAD SHOCK THEY WONT BE AROUND TO SUE ANYBODY!!!!!
