Battlezone backward progress

Hi all,
Well, I thought I was making progress... A BZ main board that didn't respond
at all got me to the test mode after replacing a few components and
repairing a broken edge trace. The test told me that the 2114 at C2 was bad,
so I pulled it, put in a socket, and put in a new 9114. Now I don't even get
the test tones. I get one very short tone (so short it is barely noticeable,
but I repeated the test a number of times to be sure I wasn't imagining it).
I checked to be sure that none of the traces were broken, and that I was
getting a good connection from the traces to each of the pins on the 9114,
and everything seems fine there. Any suggestions for next steps?
