Are you checking the correct point on the 7924? Pin 3 should test
around -24v (regulated output) (I have a working major havoc that tests -17,
not optimal but it works), pin 2 should test around -30 volts (unregulated
input, typically -32 to -33 volts). If you are getting more than -24 out of
pin 3, your regulator is suspect.
