Update of this:

I found that the 555 on the board next to the processor is getting extremely hot.
Replaced it and the new one has the same issue. I can hear some white noise from the
speaker if on turn it up. Again, same results both cabinets. Other boards work fine.

Perhaps a bad 6502a? doubtful to me..
