I measured at the board and found -21 volts at the X test point and found 13 volts at the Y. What would cause this? Can I assume the board is jacked and send it for repair?

Typical, no. Could it happen, you betcha!
Run the game WITHOUT the monitor and measure the X and Y outputs at the monitor connector to ground. They should measure around 0 volts plus or minus a volt and will change slightly as the picture would be changing. If you get something like 5 volts, you definitely have a problem.
