No, no, NO!!! When you discharge a monitor it has NOTHING to do with
connecting it to the planet Earth!!! The picture tube is a large
glass capacitor, the elements are the silver coating inside the tube
and the grayish-black (Aquadag) coating on the outside. Wehn you are
discharging a picture tube you are shorting the capacitor across it's
terminals - namely the HV cup and the metal strap that connects the
Aquadag to the metal chassis.

So, you do NOT need to have the game plugged in to discharge the
monitor, however you MUST be certain that the metal strap on the
picture tube is connected to the chassis - often via a black wire
from the strap that runs to either the neck board or a bolt/screw on
the metal chassis somewhere. If this strap is not connected to the
chassis then you can't reliably discharge the tube. Or you can use
the end of the strap as one tie point of your discharge device (I
recommend a HV probe) while the other end (insulated shaft!) goes
under the rubber cup to touch the HV connector to the picture tube HV
cup.

***Oh, and you do NOT need to remove the monitor to degauss the
control panel or monitor chassis if you can get the degauss tool
(Soldering Gun - Weller for example) to be able to go around/over the
item to degauss.
