Re-read Al's note: "...difficult to do on raster games *without* hardware
panning or modern fast hardware."
It would be a real bear on Pacman-like hardware for example. (each object
would have to have pre-shifted character maps and then refresh all the
character tiles every VBL to give the appearance of scrolling... Ugh.)
