It doesn't appear to be a ROM issue since the game appears to be drawing everything and it doesn't lock up (the vector generator likes to lock up if theres a problem with the address decoding or the ROMs. I'd have to look at the schems, but it seems to me it might have a section that is labeled as scaling or something.

Check the crystals. Just use a logic probe and make sure there is activity on the board in both the vector generator and the CPU. If there is activity, the vector generator might be faulting which could put the board in a deadlock. You can stop the CPU from waiting on the vector generator in order to test the game circuit. This will verify which half has the problem.

Check the crystals first and I'll see if I can figure out where to disable the vector generator.
