Black Widow PCB mods

In the Gravitar -> Black Widow conversion manual, Atari instructs the
operator to remove and replace a couple of components. Specifically the
following:

Remove C28 (0.001uF)
Remove C34 (0.22uF)

Replace C27 (0.001uF) with a 100pF capacitor
Replace R46 (10-Ohm) with a 22 KOhm resistor

I have seen a PCB that is stuffed with Gravitar ROMs, but has the above
modifications. Not sure if the PCB was working 100%, so I'm wondering if
anyone knows why these modifications were made, and if the MODs will
support the Gravitar ROMs?
