under voltage..
the clicking you are hearing is not it 'coining itself up' but merely the
lockout coils energising, and the coin counters rolling round :)
measure the voltage on the game board, should be +5v > +5.1v or
thereabouts..
common problem, once you've established proper voltage, then you can see
what else is wrong with it :)
