I do not really see a way the monitor can cause this behaviour. I do not
particularly know Tac/Scan, but it seems to me there are a lot af random
vectors on the screen. Monitors cannot create vectors... they only display
them, and if they're faulty, the picturew will

- Be dim
- Out of focus, low HV causing a bloomed picture
- Be squeezed into half or 1/4th of the screen
- Show retrace lines
- Missing colors
