Wintron high voltage...

Another amplifone question here...
I replaced my dead read with a Wintron, and I thought all was well, but I just cannot seem to pull my focus enough to get my screen to be real clear. I tested my output voltage, and I see that with my R7 fully open, I get 19K, not 19.5K
Shouldn't with R7 fully open I get >>> 19K? Is my next step to verify my pot is good, or is there something else for me to check?
